FIFA Competition Regulations

FIFA’s competition regulations outline the format of competitions, including details about the qualifying process, match scheduling, and tie-breaking procedures. These regulations also cover player eligibility, team registration, and the code of conduct during matches.

Minimum Standards Criteria

These are requirements and benchmarks set for football facilities, infrastructure, and administration. Minimum Standards Criteria aims to ensure a certain level of professionalism and quality within football clubs, venues and organizations.

Anti-Doping

Anti-Doping

Doping is when players take prohibited substances or use prohibited methods to improve their performance. The World Anti-Doping Agency (WADA) maintains a list of prohibited substances and methods, which is regularly updated. Players are responsible for knowing which substances and methods are banned. 

Illicit Drugs Program

FIFA’s Illicit Drugs Program is different from the Anti-Doping Program and addresses recreational drug use, focusing on education, prevention, and intervention. The program offers support and rehabilitation for those facing drug abuse issues.

Rights and Responsibilities

Players and player support personnel (PSP) have several rights and responsibilities in regards to anti-doping matters, including the following;

Players’ responsibilities;

  • Providing information on whereabouts
  • Complying with the sample collection procedures
  • Taking part in doping control
  • Reporting anti-doping rule violations
  • Self-education

Players’ rights;

  • To be informed and ask for more information about the sample collection process
  • To undergo a fair hearing

PSPs’ Responsibilities;

  • Knowing and complying with anti-doping rules
  • Influencing players positively
  • Cooperating with anti-doping investigations
  • Avoiding using or possessing prohibited substances or methods

PSPs’ Rights;

  • To be informed
  • To expect confidentiality in their interactions with anti-doping authorities
Anti-Doping Program

FIFA’s anti-doping program is designed to uphold the principles of fair play, maintain the integrity of the sport, and protect players’ health. FIFA’s anti-doping program aligns with the World Anti-Doping Agency Code.

Anti-Doping Rule Violations

The following are the eleven Anti-Doping Rule Violations;

  1. Presence of a prohibited substance
  2. Using or trying to use of a prohibited substance or method
  3. Dodging, declining, or not submitting to sample collection
  4. Not providing accurate whereabouts information
  5. Tampering or attempted tampering
  6. Possession of prohibited substances or methods
  7. Trafficking or trying to traffic prohibited substances or methods
  8. Administration or attempted administration
  9. Complicity
  10. Prohibited association
  11. Discouraging someone against reporting or retaliating against someone for reporting

Discipline

Discipline

One of football’s core values is discipline. FIFA has a disciplinary process for penalizing players who engage in foul play or misconduct.

Disciplinary Decisions

FIFA’s disciplinary decisions adhere to the World Anti-Doping Code and involve a vigorous process. The process entails investigations, hearings, and sanctions if a player is found guilty.  Disciplinary actions include suspension and other measures.

Disciplinary Panel

FIFA’s disciplinary panel oversees cases of suspected anti-doping violations. The panel consists of legal and medical experts. The chairperson can make a decision alone, but in most cases, decisions are to be made in the presence of at least three members.

FKF Rules & Regulations

Football Kenya Federation (FKF) is the national governing body of football. FKF regulates and promotes football throughout the country. Areas that FKF commonly regulates include;

  • Competition rules
  • Player eligibility
  • Club licensing
  • Disciplinary code
  • Anti-doping measures
Responsibilities

Key stakeholders involved in football, including coaches, players, officials, referees, and administrators, have different responsibilities, including the following.

Players

  • Adhering to FKF rules and regulations on and off the field
  • Complying with anti-doping policies
  • Maintaining high standards of fair play and sportsmanship

Coaches

  • Guiding and instructing players in accordance with FKF coaching standards
  • Encouraging positive behavior
  • Upholding the principles of fair play and ethical coaching

Referees and Officials

  • Applying FKF rules fairly during matches
  • Upholding a high standard of professionalism and conduct
  • Staying updated on rule changes
  • Remaining impartial when officiating

Club Administrators

  • Ensuring compliance with FKF club licensing requirements
  • Facilitating player registration
  • Facilitating transfer processes in accordance with FKF rules
  • Providing a safe and inclusive environment

Discipline

The FKF condemns several forms of indiscipline within the football community to uphold the integrity of the sport and maintain a positive environment. FKF condemns, among other things,

  • Violence
  • Discrimination
  • Doping and substance abuse
  • Match fixing
  • Referee abuse
